Not really.

He's just a young guy, in his mid 20's who's a little bit dumbed down by meth use. He just SEEMS like a retard and ruins everything, because your cross comparing him to Walt, who is an established Scientist and aspiring genius when it comes to chemistry.

Jesse isnt dumb, he just seems to get the shit end of the stick no matter what he does. Mainly because he's still using meth. But when he's Sober he's a lot smarter.
