On Top of The Eagle in The Hinterlands

i am trying to get on top of that thing as well right now

but i can't seem to get on the top where the hole is in the middle

so i looked this up on gogle to see if any1 else made it xD

go to hillsbrad foothills and look at the top right of the map.. there should be a passage to the hinterlands
