how would you do the opposite? If you wanted the cloudy rectangle but would like the lettering to be transparent....

@whispsmith i think it depends the position of layers.. if you put the text layer under or up the image layer and make clipping mask you'll be able to have one or another option .. im not sure, havent test it but i believe this is it =)
