But his description is technically wrong. Banks can lend out a multiple of M0 (high powered government money) that they have on reserve in their account at central bank. But for the broader money base (where most of the money in the world is created), banks can lend a fraction of the money they take in on deposit. i.e. I pay in 1000 GBP, the bank can then lend out 990 GBP, that very same 990GBP lands back up in another bank account, then a further 881 GBP can be lend and so on.
