If you close the well with another valve on top, two things would possibly happen:
1. More oil will go through the pierced casing into the seafloor, from where it will heat up the methanhydrate causing a seafloor desintegration and methan gas blowout
2. Most likely the already damaged BOP 1 will be completely destroyed

Shouldnt there be a shut off valve why dont they have that on the blow out ? Also I dont think that dome crap goin to work cause remember key element Deep sea pressure.
@Mrslykid1992 The BOP is 3 different kind of shut off valves (annular, blind ram and shear rams) but for various reasons they did not function like they should have.
@epistte Supposedly only one set of rams were correctly installed, but news is inconsistent and from a few of the videos one could see the series of rams that goes all the way down.
Not sure what happened there, if these rams are hydraulic shouldn't there be some strategy to increase hydraulic pressure now that the cap is slowly decreasing the oil flow?
@R5H4D0W The surface casing is damaged and if the the BOP is closed the pressure may blow out the casing and cause the BOP to life from the seafloor, inhibiting any collection efforts. BP is better to collect as much of the oil as possible from the BOP and let the relief wells do the work of controlling the wells from below instead of possibly blowing the BOP and causing the well to flow uncontrollably until the relief wells are finished.

What about threading a metal tube/catheter through the riser pipe, through the failed blowout preventer, to deploy a cage/plug from within the oil deposit? Like a cardiologist deploying a ballon or stent with a catheter?
Does the BOP close on high downstream flow rates? or is, or was it controlled from the sunken rig?If so the riser that is on the ocean floor is pinched and the BOP may not respond correctly as it would for high flow such as a gas pocket.If that is the case then it sounds stupid, but a clean cut enabling more flow may force close the valve. If actuated by hydraulic,pneumatic or other means then it must be tapped into,unless valve bodies obstructed.Venturi effect on vapor pressure.

It is a Cameron type TL double preventer . which has a working pressure of 15,000 psi, 5000 psi rams and weight up to 450 tons. As for the pressure lifting the preventer of the sea floor. I believe that the 10.000 ft of casing and pipe that is under the preventer, is hooked to and in the ground casing weighting 133 lbs per foot, plus rods pipe and pump. plus the preventer is hooked to-
Since the cavity would quickly build pressure the concrete pump would need to exert a greater pressure then the releasing crude oil to make sure it did not prevent the concrete from being injected, or that material does not re-flow up the pump pipe. I have no doubt this would work, just hire the guy (cant remember his name) who designed and built the new bridge in San Francisco, he could figure it out in a day!
It would be interesting to note the PSI coming out of that pipe, if you were to know that than you could calculate the strength and set time of the concrete, allowing it to settle and harden in time for a seal to be made. The hose pumping the concrete would need a special connector that would seal around the hole once inserted, and get clamped in place.

The way I see it, the Cofferdam didn't work as planned, because they are having the same problem, there is no seal. BP would need to cut a hole into the cofferdam and pump the cavity with quick setting under water concrete. If pumped from the top, the concrete would seal the bottom, where the box sits against the ocean floor.
