Not sure where it is in China, it's definitely China (East or Northeast). Some parts look like Shanghai.
Just by looking at the style of the clothes & other things, it looks like it was filmed in mid to late 1920s.
*There are 2 women with the bob haircut (not well kept) in 20s styled Cheongsams.
*The man with the 20s styled glasses & mid-late 20s styled scholar robe, earlier in the decade the robe would've been more tightly fitted with a higher colar.
Also there are a bunch of people walking around in the background wearing 20s styled flat caps. so that dates it too.
Sometimes it's hard to tell just by looking at working people's clothes, especially pesants, cos their clothes don't date so accurately, they didn't dress according to trends & fashion as much as the middle & upper classes or entertainers did. & working people in the old days were more likely to be a few years behind. That needs to be taken into account too.

Just noticed another thing. There's a woman wearing a knee length cheongsam showing her calves (very mid 20s) paying money to a shop clerk.
That's very likely to be mid - late 1920s.

Definitely North China or Shanghai and very early, before 1925. This is remarkable, should be preserved in a film archive.
