What I'm thinking may be possible is having mineral oil tank in the center, sealing that off then making a two-inch wraparound tank around THAT with water in there.

Could u use a powerless aquarium pump (it consists of long tube and a larger tube attachment) on this? to suck up the oil and let the heat dissipate while it's in the tube?
