Actually, the song's about what would happen if a bunch of balloons floated over the Berlin wall and how crazy everyone would have gone over something so innocent. It's basically reflecting the general overreaction of the time this song was written.

So no... the balloons aren't bombs, everyone just freaks out and thinks it's the enemy up to something.
