yes, you should remove the bindings before waxing the board.
Also, I have never seen anyone run a flat file across the base of the board. You can damage the base by doing that.

u dont need base cleaner u can just use ur scraper and use it to romove the wax it will just take a lil longer

The tool I used to buff and texture the wax is a snowboard roto brush that works with an electric drill. They cost about $200. You can use a hand brush and get similar results. They sell for about $12.
