To further support this idea, in another bonus feature on the UK DVD box set are commercial bumps for a Boosh marathon on BBC, and in one of them he's playing the drums! (search for "boosh night links" on youtube) So, i'm kinda putting 2 and 2 together and getting a 5.1 haha

I am convinced this is Julian Barratt. I can hear quite a bit of Rudy Van Disarzio in the voice, plus Barratt's skill as a musician is well-documented. Also, this is an Easter egg on the UK Mighty Boosh box set (season 3; disc 1)
