I always viewed Mortimer as more of an antagonist than Pete. Pete got the 'father and friend of Goofy's' role in Goof Troop and the Goofy Movies (okay, I know, in Goof Troop he was a reluctant friend), making him more 'morally challenged' than 'evil'. However, Mortimer only gets the 'hater of Mickey, womanizer, and all around jerk' role, he never even got a neutral role.
