I can listen to it over and over. Since I first heard it (2004 maybe), it's without a doubt the one song I've listened to the most. It just transports me to a place that's happy and peaceful. I even want to learn to play the steel drums because of it.
I admit "happy" was a poor choice of words (drunk and happy when I typed it?).
Maybe happy only in the sense that a lot of chillout music (and this song most prominently) can transport me away from some of the harsh realities of life or negative feelings, but the song in itself doesn't make me happy. It's special in that it pulls a ton of emotion (be it positive or negative at that time) and imagery out of me that few songs do. Minor key, midtempo chillout music can often do that for me.

Try looking up Hora. He may not be Japanese but he's got some good electro! Most of them a vocal less, but a few are in Japanese ^_^
