Yes Kawada Mami is singing, i can confirm this. Allthough lyrics are made by KOTOKO and song is composed by Tomoyuki Nakazawa from I've Sound :-)

No this is Kawada Mami in this video who is singing, her name can be seen in the video too on 02:20 on the bottom. First line is name of the song, second is lyrics by KOTOKO, third is composer 中沢伴行 aka Tomoyuki Nakazawa and third is vocals, 川田まみ aka Kawada Mami.

KOTOKO's and Kawada Mami's voices are similiar though but in Budokan 2005 concert there was this same song and the singer was also Kawada Mami.
