Russell T. Davies simply told him that he wanted him to use a voice similar to the one he used in Casanova. It just kind of came out English. It wasn't like it was a big controversial decision or anything, it's just sort of how it happened. I will admit, I prefer his Scottish accent, but the English one is fine too!
