Violent crime has been a decades old problem in Venezuela, and particullarly Caracas. It's one of the major failures of the Chavez run, despite its overwhelming success. Crime is best reduced by ending poverty, ending the conditions that create crime. This hasn't been done in Venezuela yet, and will take some time. With continued involvement of the poor in the democracy, that will change soon enough. The fact that about 1 in 4 Caracans carry handguns does not help matters. Death is close always.
