In fact it's not VASI its a PAPI installation; VASIS would require 2 bars (or three bars with a 3-bar VASIS) of light, whereas PAPI needs one row only.

No, as the reported wind was 3knots tailwind.

But there is often the chance of entering a slight area of turbulent air caused by previous landing aircraft. The difference is that with crosswind the aircraft nose would be pointing off centerline for all but the last seconds of the approach.
