No it was not cultural heritage celebration song... It was the song making joke on tourist from overseas. It was kind a "stupid gaijin" song. So, they are mimicking English natives typical accent when they talking in Japanese. They are laughing at the stereo type image of Japan owned by foreigners. The ending was just add on and there were several versions.

I first saw this on MTV in the States around 89-90! It's amazing but during that period, MTV devoted an hour of late programming to explore Asian music. Their focus at the time was Japanese music such as Kome Kome Club and The Blue Heart.

When I sang this at karaoke with my Japanese friends, they laughed their ass off at the lyrics.
