Bush did not run FEMA and tell them to hold off, there was no way to get into the city until after the storm had subsided a bit in order to start extraction and aid efforts. I frequently have to obtain Temporary and long term visa's as well as residency (immigration) visa's for people from various countries to go to the US. There were busses ready to take people out of new orleans that only had to be given the command, but the governor Ray Nagin did not enact the plan. And the way that Dodd squarely placed the blame on Bush, is ridiculous. Its not the responsibility of the President to mobilize evacuation plans. That job falls on the smaller governments and on the shoulders of politicians like Nagin.

Without an investigation that assigns blame and points fingers we can't understand how we failed during Katrina, and will therefore be unable to respond in an efficient manner in the future. By saying that you do not want finger pointing you are saying that the government's response was adequate.
