David Graeber is a retarded monkey...back in the 60's 70% tax brackets were never paid, except by the dumb. The wealthy of 50 years ago paid far less in taxes then as they do today. Then, to avoid those confiscatory taxes, tax shelters, loopholes, fancy deductions and pure evasion were the norm. Many millionaires were found to not pay taxes at all in the good ole' days.

You really need to educate yourself about real tax rates, and who actually paid the burden 50 years ago. You'll be stunned.
