Yes I should be able to get a title and register the bike as a motorcycle. The bike is fully DOT compliant from tires, lights and brakes. The top speed is 45 MPH so far. and the purpose of the unite motor is to improve starting acceleration. Hub motor have poor starting torque and poor low RPM efficiency.
The unite motor is geared low and gives the bike motorcycle like acceleration. It doesn't burn rubber but it doesn't feel like a scooter either. I think when hunersky123 said 10 HP he meant the combination of the 2 motors 5000 hub plus 2500 brush motor, which is 10 HP

Its a X5 5302 hub motor running at 2500 watts
and a unite motor running at 2000 watts. The hub motor is getting a upgrade with a Kelly controller to 5000 watts
