This pull-up variation is meant for bodybuilding purposes. Whereas regular pull-ups and chins will widen your lats, the sternum pullup will widen your lats and thicken your midback as well. As you pull up, the beginning of the movement will resemble a regular pullup. When you reach the top with the bar at your chest, it will resemble a rowing movement.

Is hand placement to preference? It looks like you're shoulder-width--if I were to put them closer in would that matter?

Those are sternum chin ups! Switch your grip around for sternum pull ups.

What advantage does this have over a regular pull or chin-up? I'm guessing that it involves a gerater range of motion.
