Yes, that's for wheelchair accessibility. When the Worcester Extension (lengthening the Framingham Line) was built in the mid-1990s, the designers decided it would be cheaper to build high-level platforms for disabled users that only served one door, rather than the whole station. Grafton, Westboro, Southboro (we also have a Northboro around here!), Ashland, and the new Framingham station all have the same layout - a one-door high level platform and a big steel overpass over the tracks.
