I noticed a little while ago that Magical Domico kind of resembles Sailor Moon, not physically of course, but they has similar power to transform to someone else, and they both use the similar looking wands ,and Magical Domico amulet looks like Sailor Moon broach
I think the closest would be Nurse Angel Ririka SOS as far as hair and.. well.. this sounds like they play the music backwards.
But if you want something closer to the root you could try to find Minky Momo. Minky Momo can turn into as she would appear as an adult in a magical transformation but dressed as anything a woman might be like a Baker, Cat burgler, Pop Idol. The series is old though,. one in the 80's and one in the 90's.
