According to J.J. Keller's Tractor-Trailer Driver Training Manual 2nd Edition, a road train is any combination with 2 or more trailers. There are 3 types; A-train, B-train, and C-train. The information is in chapter 19. You can, also, get this information from your states CDL manual, found at DMV service centers. Wisconsin has a version that you can find on-line in pdf format.
There's only 2 trailers in this combination. The device in the middle is a converter dolly, not a trailer. If it were a road train, it would also need special placarding that says "Road Trian." And besides that, "road trains" are illegal in the US. Only a few states allow combination vehicles of 75 feet or more.
I'm a truck driver, and this is not a road train. All of the wheels/tires are to evenly distribute the weight on the road, because some states allow a higher GVWR over 80,000lbs. You might be thinking of turnpike doubles...
no, just because it has a certain amount of wheels does mean its a road train, i have an 8 axle dump truck not including the steer axle and they dont call that a road train

this is just the legal way that the US trailers can carry the weight. So many axles to spread the weight around. Somewhat do-able but impractible.
