Let's see now, Cammy's supposedly 17 year of age (1991[release of Street Fighter 2] - 1974 [year of birth]) at Street Fighter 2. Street Fighter Alpha takes place 2-ish years before SF2, making her 15 then.

Street Fighter 4 takes place between SF2 and SF3, which is 5 years apart. Going with the middle road, Cammy is roughly 19ish at this time.
