Parrots and other pet-owned birds like Cockatoo's/teal's can fly as long as their wing feathers are not clipped. Its when these primary feathers on their wings are clipped that keeps them from flying.
Some are climbers, some are flyers. You can usually tell by the length of their tails. Short tailed birds are best at climbing and tend to do that rather than fly, while long tailed birds are better flyers. This is an African Gray Parrot, it has a short tail so in the wild (and also by nature) they tend to climb more rather than fly. Macaws (those big red, yellow and blue birds that you see at petting zoos etc) have long tails and prefer flying
