Palette restrictions. Basically, if this were a true NES game, the console wouldn't have enough colors to make his hair black.

If they could shrink it in to a size of nes cart there wouldn't be any difference. Megaman itself is already using more colors than usual sprites in NES.

Go see Megaman 9 No helmet run video and you'll see that there is no extra colors.

Therefore, there is only one shade of black to use for the hais, and as it's a large scale sprite it would look bad to make it just a blob of black! PLUS, it's the same color as the BG of the square, making the hair invisible(should it be the black blob of doom)!

OK. He is obviously referring to the select screen. Just FYI, I am also referring to the select screen. Gameplay sprite obviously has black hair.

They only have ONE shade of black to use. If they shaded all his hair with it (IN THE SELECTION SCREEN), he would have a giant blob of black. That works and is okay in the little sprite, but not in the large one.

Plus, the BG for the large sprite is also black, meaning it would fade and mix.

The only reason Knuckles' socks are yellow in Sonic3 is of palette limitations. However, everyone knows they are green.

Calling Megaman a Metroid rip-off is like calling Chrono Trigger a DBZ rip-off: They look the same, but essentially are diffrent.

Megaman doesnt have a power suit, he is a power suit. The gameplay of the two games is very different. Megaman provided level select, upgradable character and interesting boss fights. Metroid was a continuous world of backtracking calm combat and exploration. If you want to start calling ripoff, there are better places to start.
