Nah! It's just an Economist from Vanderbilt who looked at the numbers. It is rather morbid - but no one is saying: go out there and smoke, save us some money.

Economists come up with the funniest ideas all the time. I believe it was Steven E. Landsburg who suggested that you can reduce HIV/AIDs transmissions by being more promiscuous. (I forget the exact mechanics as to how that theory worked though, sorry.)
