In my opinion you are a 90's kid if you were born between 1987-1993. If you were born in 1986, you were a teen when entering the 2000's. It's pretty logical. The 90's contributed to some of my greatest memories (if not all of them).
Here is my division of the 90's:
Early 90's: 1990-1993.
Mid-90's: 1994-1996.
Late 90's: 1997-1999.

A kid is also generating memories from the age of 3 (has been proven) and that would give a 93 kid 4 years of the 90's with tons of memories from the mid-late 90's, and the early 90's still ruled all the way up until 1999, so most of them get the early culture as well (I did, from my dad in particular).
