What platform does the Touran ride on? Passat or Jetta?

My kids drive the VW Touran in London & love it. This VW seats 7 and has room for the kids stuff, and gets a mindblowing 51mpg. I believe their version is "clean or bio diesel." Why doesn't VW put this car on the market in the USA?
