My guess is that they weren't so much aiming to kill. Only to keep the targets from shooting back accurately. Cops can't interrogate dead criminals and the bad guys don't want unnecessary bloodshed. They just want to get away.
That's my take on it though... And sortof the whole plot after this intro is that the police desperately wants to save its face after this PR-fiasco. The media showed it live on TV and the public critizised the police for its lack of results.

Brilliant. 7 minute single uncut shot. Technically, this should be super expensive and not been able to be produced on a HK film budget. If you like this kind of extended tracked single shots, you should watch "CHILDREN OF MEN". There are multiple single held shots that lasts for minutes, notably the last "rebellion" scene.
And a note: camera operator of "Lord of the Rings" was asked by Johnnie To to make this tracking shot, but he rejected the offer... I think finally the camera operators were from Hong Kong. They are so DARING. Hong Kong action films are the best, simply becase these group of PROFESSIONALS are so DARING!!

Sweet shot, but the cops and bad guys can't shoot for squat. The main villain just casually walks back and the cop with the MP5 still can't hit him

One of Johnny To's few accomplished films. I don't like many of his films. He does better when he writes/produces but I liked this film & Election.
Opening scene reminds me of Ringo Lam's Full Alert & Michael Mann's Collateral & Heat.

but this is action shootout, 10 minutes is a drama (which amazing) only action is the kid running around. They area both better in different areas
