Environmental impact assessment: useful tool or just another fashion?

thnks class forthe great work. It gives insights into the challenges of EIA and SEA processes...there seems to be a wide division between the local man and the intelectuals concerning the EIA process...its importance cant be underscored bt the procedure is too rigid, too regulatory that its importance is almost being overshadowed. there seems to be a general agreement on the necesity to lessen the procedure bt as i see it the mst important issue is the SEA which when done

So as I understand, if a construction project (i.e a fruit juicing factory) were to be built on coastal wetlands with a high diversity of bird and marine wildlife, and that was very close to a highly populated town, an EIA may take a long time?

Compared to a construction project where the location was on baron land of no wildlife diversity, several km from the outskirts of a town, an EIA may take a short period of time?
