It turns out that it was a failing powersupply in a plasma tv. A few weeks after shooting this, a capacitor in the tv finally blew (loudly).. The tv was quiet on hf for a long time butt eventually started doing this & then finally blew.

that is a controller making that noise...ARRL have a noise database and you can get info from there...

Sounds like a heating element that is controlled by a MCU.
