I like the idea of having a teacher's peer/representative come into the classroom to observe and make suggestions. This sounds like a good way to build on the school's support system.
While I agree that how well a student does on standardized tests should not be used as a gauge for how well teachers are doing their jobs, I do think that such tests could be useful as individualized measurements. Like the paper you mention...to see where a student might be struggling and needs improvement. But keep it private/personal and don't use the test to compare students or judge teaching abilities.
