Maybe the person playing Rammy is trying to go into cool mode, but I don't think you can in co-op mode. :(

He's making a reference to Earthbound, an SNES game, where the starman enemies would say *click* and *whirr* at random points in their speech.

No it's actually one of those "nerd" things where people become absorbed in the world of the game/show to the point that they try and bring it out into their life and the lives of people around them. It's generally an unhealthy fixation, which is why "nerd" is mostly used as a pejorative.
