If you are ruled down, as happened in this play, isn't the play non-reviewable? This shouldn't have been a turnover, the officials botched this one.

wrong. That use to be the rule. Now the rule is, if a player is fumbles the ball and the opposing team recovers the ball, before the whistle, and the orginal ruling had no affect on who recovered the ball, and the orignal rule was the ball carrier was down, then the opposing team can challenge the play, and try to get the ball back. However if there was any return at all the return is neglated and the ball is placed where the team recovered the ball.
