We had a surplus going into 2000 but it was because of the Republicans controlling both houses of congress and dramatically cutting spending and taxes during the 1994 republican revolution. the dems shouldn't claim responsibility for any surplus. the two surpluses in modern us history, one in the 1920's and the other in the 1990's, both were created when conservatives were in power.

That is wrong. The 2007 Federal Budget was 2.73 trillion spent. The 2009 budget will be about 3.1 trillion spent. And this is for only one year while Bush was in office. The 2006 budget was 2.66 trillion. So for only two years of Bush's Presidency that's 5.39 trillion dollars.

How do you define a war as illegal? He got approval from the senate just like the Constitution stated. He was even following the U.N.'s stated objectives for Iraq's violations of 11 U.N. Resolutions.

Don't get me wrong. Bush turned out to be a disappointment for many conservatives but I would hardly say the war was illegal. Was it necessary is another issue altogether.
