NUKE the borders! Anyone crossing it will glow; easy to pick out of a crowd. On a serious note, a moderately high 5–7 Gy dose of radiation would put anyone away (no law enforcement, incarceration, trial, prison sentence or deportation needed). NO real costs to the American tax payer, just a few big yellow radiation signs accompanied by a few "ENTER AT YOUR OWN RISK" signs.. Should be effective for many decades to follow .

Prohibition is the main cause here. Legalize and regulate all drugs. This is the same exact scenario with alcohol and Al Capone.
