Hmm, this goes against what was learned in college courses which taught that less than 1% (this is from several science classes from different universites) of the earth is composed of fresh and/or drinking water. Also, the plates float on top of the hot liquid rock within the earth. So, how does heating up a small fraction of 1% move plates that trigger earthquakes?

There is more than one HAARP type facility, in fact a second was built not so long ago in Alaska. The old USSR built the first one. I believe there is one in Norway, Australia and near or between Texas and Florida. There is also some odd installation in Peru.
