See pearl harbor wasn't a surprise to higher ups as the fleet had been tracked and its coded messages decoded.. It was just a surprise to field commanders in Hawaii. Bollocks! Of course they knew. Watch the National Geographic program that aired on Sept. 11, 2011. In it George W. Bush talks about commenting to a soldier who was driving him from Air Force One during 9/11 to slow down. "Al Qaeda is not here." How could he know during the day of the attacks that the four air planes were hijacked by an organization called Al Qaeda? The attacks had happened just hours earlier. How could he have known who was behind it while it was still happening?

I understand why you would suggest that, however I have learned not to look for or seek official acknowledgement of such things as it only brings frustration and anger. Instead we should focus on accepting as truth that which we know and placing our effort on helping to improve what lies next. @IggyInBurnaby that's probably accurate, remember this is pre "the war on terror", and the Bush admin came in with intentions of hitting Iraq (bush asked his cabinet to "find me a way to do this" in his first full cabinet meeting, *source Paul O'Neil*), so they were probably focusing on ways to justify bombing Iraq, which they got after 9/11, even though Iraq was connected to 9/11 as much Finland was, they got their pre text.

I think they didn't just use it, they either allowed it to happen, or they actively participated in making it happen.
