We start with a Frequency Modulated signal, except we modulate with a carrier of 10KHz instead of near 100MHz for standard broadcast FM. then we XOR it in a DSP and reverse engineer our own work (lol get it?) and after that we use a precision D-A converter with no over sampling (of course) and modulate that with a frequency carrier, or, use AM for SW bands. have fun kids.
That pronunciation is for clarity over long distance (ionosphere skip.) This one is known to come from Cuba but much of it is believed to be ruse because the same message has been known to repeat several months apart.
It's V2a from (presumably) Havana, Cuba. It's on 9038 kHz.
