But all other motion graphics in PD are created by importing an image (could be text on a transparent background), and then create a motion path. Just like the "blur" was given a motion path.
Please see the Highlighting tutorial, and imagine that the Circle Image/Object, is a "small line of text" image/object, or a "label" image/object , instead of the circle object shown in the tutorial.

@EveryOneHatesNelly The red circle that appears with the cursor is part of the screen capture software used to make the toot. You can make your own by drawing a red circle and making the outside & inside transparent. Check out our See Through tutorial.
@Nelly - Create a circle on a transparent background in a photo editing app. Place it in a track below what you want to highlight. Now instead of using the Blur effect, open the circle in PIP Designer and create a motion path (just as shown in the Blur tutorial), using keyframes.

Sparetoob ...in the Youtube search box above, and go to my PD9 Censor Blur addendum tutorial. It shows how to access the key frames in PD9. It's all the same thing, just a different user interface between the two versions of PD.

@darrenmvtube - Yes. An effect can be either be placed in the Effects Track, or dragged/dropped directly into the Clip. So to have 2 separate blur effects, place the first blur effect in the Effects Track, and drop the second blur effect directly "into" the Clip. To modify the effect "in" the clip, click on the Effect button (directly above the time line), to open the Effects Setting window, then on the Key Frame button.
You have mentioned using this for full motion tracking. I am looking to try and motion track a title (text) next to a moving object. Any ideas how to do this? Thanks for any help
@jsycrf - I meant that using Key Frames, is the same whether it’s an effect, or PIP Motion. For what I think you are trying to do, I would create my text on transparent background in PhotoShop, or Paint.net (free), etc. Now place this text image in a PIP track and use the same Key Frames techniques, in PIP Designer, to animate the text to follow an object in motion. See the Key Frames & PIP Motion Basics tutorial also here on PDtoots.

@JakeRulzDude - Are following each step exactly as demonstrated? It sounds like you are just moving the scrubber and sizing and positioning the blur, but not creating a Key Frame point/marker (little yellow diamond) ,at each position. You must add a key frame for each and every blur position.

Perhaps do a Screen Capture of your actions > upload it to a file sharing site for me to access (or post on your YT channel) > PM us the link, and I'll have look.
