Of the characters from Street Fighter who are present in other games, just Ken, Sagat and Eagle remained likely with same looks.

Actually, the reason that he does not appear is that he is apparently dead.

Gen did survive the Shun Goku Satsu, but, Gouki broke off the fight when Gen started to spit blood, which apparently, is a symptom of leukemia.

Gouki will not fight somebody who is weaker than he is.

Street Fighter IV is set between SFII & SFIII

He will only fight someone of equal strength
