Although I have concerns with "sustainible development," We must all know that the system of "car-dependency" we had before and currently prevails today is problomatic since it is also heavily involved with governmental codes and corporate lobbying.
Remember we had codes, regulations, and subsidies on parking lots, building setbacks, height minimums, street dimensions, utility lines, zoning laws, road planning, etc.. making our society car-dependent.

Rail, Mixed-use buildings, and pedestrianism will grow WITHOUT all those crap agendas, general plans, new regulations, new subsidies, and existing street changes in high capacity roads.
Rail, Mixed-use buildings, and pedestrianism were popular from the 1870s-1920s but people were free to opt out of it or not.
Why can't we do them differently like the good old days?
Why can't we also build and PRESERVE large-lot housung, high-speed roads at the same time?

After WW2, planners introduced zoning that had the purpose of segregating cities by function and social class, and made it necessary to drive everywhere and favored corporate retailing over small family-owned shops. To encourage mixed-use and walkable cities, all cities need to do is liberalize overly restrictive zoning regulations

Rosa's example of "Agenda 21" is a 4-Story mixed-use building in Santa Rosa, CA.
She states how it is unncessary and how no one wants to occupy it. I called the building and found out it had a 90% residential occupancy and the retail struggled to get tenants because of the current economic crisis.
How can a simple 4-story building, with high statisfaction, lots of beauty, and saved developers lots of money be so problamatic? If it was regulated yes, but for decades mixed-use was ILLEGAL!

They tried to steal a fully paid for property using their code enforcement goons because the builder wanted the lot for parking.
