Actually, Olga Letykai Csonka wears a headband, and she's Chukchi (Search on Youtube for her). I think the people from most of the Northern Far East "Russia" use headbands.
I believe they are Chukchi, but some of those Chukchi dance/songs are just so similar with Inuit and Yupik I can't tell them apart (That's why I asked) . Of course, Chukchi is not really a specific name for a people, more like a meta-category used by Russians.

Before russian cosacks came, Chukchis were the expansionists of russian Siberian North. Other tribes were very afraid of them.

So far I know, they're probably not Chukchis. Because Chukchis seemed not to wear headbands but Koryaks do. ;) Nice video~
