on the modern battlefield we have radar guided bombs and smart weapons that can land directly on target... but before this technology the only way to hit you target is to A: use a Forward observer or B: take out the area around said target. ie. Carpet bombing or cluster munitions. so it dosent surprise me when i hear about 3rd world countries that use lots of cluster bombs, who dont have smart weapons

These bombs aren't used unless there is a war or conflict. Would you want these dropped or a carpet bombing run done with 500lbs bombs dropped from a B-52? Carpet bombing does a hell of a lot more destruction to civilian life and urban areas than clutser bombs do. So really cluster bombs are more humain than carpet bombing done with 500lbs bombs. The reality is that these are weapons of war and are doing exactly what they were designed to do...kill people! I would prefer to see a movement to simply stop war. the real issue here is to not propose a ban on the weapon, but a ban on the dictators of the countries and/or terrorist groups responsible for starting trouble in the first place. the real objects responsible aren't the munitions, it is the "mentality" of the inhumane dictators who continue to put their civilian populations at risk.
