In this case it is definately lipsyncing, I am afraid. I have compared the vocals from this video with the CD track.
This TV show was formerly known for lipsync performances, but in nower days all artists are performing live.

in some of her performances, it's very obvious that she lipsyncs. i'm not sure about this one, but there was one with "I Should Be So Lucky" that sounded EXACTLY like the music video. it upsets me, since in her other performances, she's clearly NOT lipsyncing, so we know she has talent.

Only in some performances cause its obviously hard to dance and sing at the same time but she sings in many of her performances especially with this song, I've seen her even do the breath defying ending to this song live while hitting the high notes which was really impressive.
