I do think Gibbs' suggestion that money is a lot is worthy of criticism given his earlier suggestions 8 billion wasn't that much on a large scale. However, I don't see any problems with Gibbs' response to the rest - she asks why the target number is low. He responds that it's a short term goal for a few weeks with more proposed cuts to follow. He then puts forth some of those suggestions. It seems pretty cut and dry.
