However, the real LeeLoo acts disoriented, without understanding things, very childish. She even acts like a cat acting curious. This other actress looks like she's "translating" in alien language; she does not recreates the childish disoriented behavior. Other than that, she did a very good job.

Her voice is very similar, she has the same outfit, her hair could be done just a little better but even it is pretty close, and she even has a multipass... Maybe it was an educated decision. She used that particular costume because it's sexy, obviously, which will get peoples attention. Then she might have decided to carry around the prop and used the language to show that she wasn't just trying to be sexy but she was "in it to win it" so to speak.
