@goldenkid1000 in the game, snake talks about how he has a fear of vampires, and if anyone mentions vampires he gets bad dreams that night. in one of the codec calls, paramedic starts talking about a dracula movie. so if you save the game, it counts as "resting" time. once you reload the save, snake gets this dream.

Go to the dashboard and set the date 2-3 days later and then start the game again.

I heard it was a Konami developed game scrapped for whatever reason. They had already put a lot of work into making it and didn't want to just throw it away, so they put a small playable demo of it in MGS3.

While this is just a rumor, I think it makes the most sense. There's really no reason for it to be in the game, which is why it seems shoehorned in to me.
